Dear Mr. Putney:

By letter dated August 14, 2003, you filed a petition on behalf of Mr. William A. Hunt that was addressed to the Executive Director for Operations, U.S. Nuclear Regulatory Commission (NRC), asking for consideration pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Section 2.206 of the Commissions regulations. Your petition was referred to the Office of Nuclear Reactor Regulation. In your letter, you request that the NRC (1) thoroughly investigate your clients allegations regarding the training of radiological emergency personnel in Citrus County, and (2) upon determination that the allegations are founded, suspend or revoke Florida Power Corporations operating license for the Crystal River Nuclear Plant until any found safety deficiencies are corrected.

Our petition review board has reviewed your submittal. The NRC staff has concluded that your submittal will not be considered under 10 CFR 2.206 because the issues that you raise are more appropriately addressed within our Allegations Management Program. We discussed this approach during a telephone call with you on September 9, 2003, and you found the approach acceptable. In accordance with the allegations process, you will be kept apprised of the NRCs actions in this matter.
