NRC INSPECTION MANUAL IIPB INSPECTION PROCEDURE 70304 ENGINEERED SAFETY FEATURES TEST PREOPERATIONAL TEST PROCEDURE REVIEW PROGRAM APPLICABILITY: 2509 70304-01 INSPECTION OBJECTIVES 01.01 Ensure that the test procedure is technically adequate.
01.02 Ensure that the described test is consistent with regulatory requirements, guidance, and licensee commitments.
70304-02 INSPECTION REQUIREMENTS The inspector shall:
02.01 Obtain and review an approved copy of the test procedure(s) for technical adequacy prior to the date scheduled for the test.
02.02 Review the FSAR, SER, Technical Specifications, docketed correspondence, and Regulatory Guide 1.68. Verify that the test procedure adequately addresses NRC requirements and licensee commitments relating to Engineered Safety Features.
02.03 Review the test procedure(s) in accordance with inspection procedure MC 70300.
70304-03 INSPECTION GUIDANCE 03.01 The review should insure that important system performance functions are adequately reflected in this test procedure. ESF component operation should be the focus of this test. Items which should be adequately tested as part of the test procedure include (but are not limited to):
- a. High Pressure Coolant Injection System component operation,
- b. Low Pressure Coolant Injection System component operation,
- c. High and Low Pressure Core Spray Injection System component operation, Issue Date: 08/06/03 70304
- d. Auto Depressurization System component operation,
- e. Standby Gas Treatment System Component operation,
- f. accumulators or core flood tanks, and
- g. containment recirculation fans and coolers.
NOTE: Items may be part of other systems tests.
