August 13, 2003 Mr. C. Lance Terry Senior Vice President &

Principal Nuclear Officer TXU Energy Attn: Regulatory Affairs Department P.O. Box 1002 Glen Rose, TX 76043

SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION (CPSES), UNITS 1 AND 2 -

CORRECTION LETTER RE: ISSUANCE OF AMENDMENT NO. 105 ON LIMITED REMOVAL OF POSITIVE REACTIVE ADDITION (TAC NOS. MB6890 AND MB6891)

Dear Mr. Terry:

By letter dated June 24, 2003, the Commission issued Amendment No. 105 to Facility Operating License Nos. NPF-30 and NPF-89 for CPSES, Units 1 and 2, respectively. The amendments revised several Limiting Conditions for Operation (LCO) Notes and Required Actions in the technical specifications (TSs) that require suspension of operations involving positive reactivity additions or suspension of operations involving reactor coolant system boron concentration reductions. The amendments revised these LCO Notes and Required Actions to allow small, controlled, safe insertions of positive reactivity. The amendments were in response to your application dated December 4, 2002 (TXX-02201).

The Commission inadvertently issued LCOs 3.8.5 and 3.8.8 with boxes (i.e., "") in place of dashes (i.e., "-") in (1) the phrases "DC Sources Shutdown" and "Distribution Systems

Shutdown" on TS page 3.8-28 and (2) the phrase "Distribution Systems Shutdown" on TS page 3.8-36. In addition, the word "train" in "train A or Train B" was not capitalized in LCO 3.8.8 on TS page 3.8-36. These errors were not in your application for the amendments. Enclosed are the corrected TS pages 3.8-28 and 3.8-36. We regret any inconvenience caused by these errors.

Sincerely,

/RA/

Jack Donohew, Senior Project Manager, Section 2 Project Directorate IV Division of Licensing Project Management Office of Nuclear Reactor Regulation Docket Nos. 50-445 and 50-446
