Cancellation of Licensee Event Report 50-346/2002-010 for the Davis-Besse Nuclear Power Station, Unit 1 Ladies and Gentlemen:
By letter dated February 24, 2003, the FirstEnergy Nuclear Operating Company (FENOC) submitted Davis-Besse Nuclear Power Station (DBNPS) Licensee Event Report (LER) 2002-0 10, Intake Gantry Crane Trolley Not Adequately Restrained for Tornado-Generated Winds. This LER was conservatively submitted in accordance with IOCFR50.73(a)(2)(i)(B) as a condition prohibited by the Technical Specifications.
Further evaluation of the issue has determined that in the event the Intake Gantry Crane is overturned by tornado-generated winds, the trajectory of the unanchored trolley is such that it would not strike the roof of the Intake Structure. Additionally, the stresses resulting from a design-basis earthquake will not cause the crane gantry to collapse onto the Intake Structure.
Accordingly, there would be no potential damage to the Service Water Pumps that are contained within the Intake Structure. Since there was no impairment in the ability of the equipment to perform its designated safety function in the event of a tornado, the Service Water Pumps remained operable, and this issue did not represent a condition prohibited by the Technical Specifications. Therefore, in accordance with the guidance of NUREG-1022 Section 5.1.2, DBNPS LER 2002-010 is hereby cancelled. No 10CFR50.72 notifications to the NRC Operations Center were made nor required as a result of the original issue.
The LER documented that restraints were installed on the Intake Gantry Crane as a result of this issue to prevent the trolley from impacting the Intake Structure in the event the crane was overturned. Because of the reasons listed above, there is no longer a need for this committed action, and therefore this docketed commitment is likewise cancelled.
