Dear Mr. Collins:
Pursuant to 10 CFR 73.21(g)(3), Progress Energy Carolinas, Inc. (PEC) (also known as Carolina Power & Light Company) and Progress Energy Florida, Inc. (PEF) (also known as Florida Power Corporation) request approval for the use of protected telecommunications as described below for the transmission of Safeguards Information (SGI) among these four plants and among these four plants and the corporate offices in Raleigh, N.C.
Written approval is sought for use of the CERTIFAX Fax Encryptor CF3102. The CERTIFAX Fax Encryptor CF3102 is validated to Federal Information Processing Standard (FIPS) 140-1 (Security Requirements for Cryptographic Modules) and is Number 67 on the Cryptographic Modules Validation List.
This is the same unit that was recently approved for use at Constellation Energy Group nuclear sites and corporate office'.
Use of protected telecommunications systems for transmittal of SGI should enable us to more effectively administer our nuclear security program. In light of the continuing generalized high-level threat environment, approval is requested by August 15, 2003.
