TURKEY POINT PLANT UNITS 3 AND 4 - REQUEST FOR ADDITIONAL INFORMATION REGARDING PROPOSED TECHNICAL SPECIFICATION ADMINISTRATIVE CHANGES (TAC NOS. MB7148 AND MB7149)

Dear Mr. Stall:

By a letter dated December 20, 2002, Florida Power and Light Company submitted a request for proposed license amendments that would modify the Turkey Point Units 3 and 4 Technical Specifications. The U.S. Nuclear Regulatory Commission staff has reviewed the submittal and finds that a response to the enclosed request for additional information (RAI) is needed before we can complete the review.

This request was discussed with your staff on May 27, 2003, and Mr. Dave LaFleur agreed that a response would be provided within 60 days of the receipt of this letter. If you have any questions, please feel free to contact Mr. Michael Dudek at (301) 415-4016 or me at (301) 415-2315.

Change #7: Concerning the deletion of "below an average coolant temperature of 275F," it appears that the Bases and Technical Specifications (TSs) disagree in wording.

- TSs use average coolant temperature of 275F.

- Bases use less than or equal to coolant temperature of 275F.

Provide an explanation for the discrepancy. (Title 10 of the Code of Federal Regulation (10 CFR) Section 50, Appendix G, and the American Society of Mechanical Engineers Boiler and Pressure Vessel Code Section XI, Appendix G, contain guidance for the origin and use of a coolant temperature of 275F.)

Section 50.90 of 10 CFR requires that amendments to the license be fully described.

Section 3.2 of the submittal discusses the types of editorial changes made and indicates that no specific justifications for the changes are provided. However, no marked-up TS pages were provided to show what editorial changes were made.

Provide the mark-ups of the editorial changes not submitted with the original application.
