SUBJECT:
TURKEY POINT UNITS 3 AND 4 - SUBMISSION OF DRAFT REQUEST FOR ADDITIONAL INFORMATION REGARDING TECHNICAL SPECIFICATION ADMINISTRATIVE CHANGES (TAC NOS. MB7148 AND MB7149)
On February 13, 2003 and May 1, 2003, the attached request for additional information (RAI) questions were forwarded to Florida Power and Light (the licensee). The RAI is related to the licensees proposed license amendment, dated December 20, 2002, that requested modifications to the Turkey Point Units 3 and 4 Technical Specifications (TSs). Upon the completion of the staffs review of the TSs, the attached questions will be updated and a formal RAI will be issued to the licensee. Additionally, questions one and three will be deleted based upon the April 10th conference call with the licensee, in which sufficient clarifications were given.

Change #1: Regarding the deletion of "5.5 METEOROLOGICAL TOWER LOCATION" and the statement "Removal of Site Area and Plant Area maps from the TS, and placed in the Updated Final Safety Analysis Report" that have been provided for in Amendments 213 and 219.
Where are the Meteorological Towers/Figure 5.1-1?

Change #7: Deletion of "below an average coolant temperature of 275F." - The U.S.
Nuclear Regulatory Commission staff has no problem with the proposed deletion, but it appears that the Bases and Technical Specifications (TSs) disagree in wording. Title 10 of the Code of Federal Regulation Section 50, Appendix G, and American Society of Mechanical Engineers Code Section XI, Appendix G, contain the guidance for the origin and use of 275F:
- TSs use average coolant temperature of 275F.
- Bases uses less than for equal to coolant temperature of 275F.

Comments: Other administrative errors.
Should indexed Sections 6.4, 6.5, 6.6, 6.10, 6.11, and 6.13 along with pages XV, XVI, and XVII be deleted as well?

10 CFR 50.90 requires that amendments to the license (TS) be fully described. Section 3.2 of the submittal discusses the types of editorial changes made. The section indicates that no specific justifications for the changes are provided, however no marked-up TS pages were provided to show what editorial changes were made.
Provide the mark-ups of the editorial changes not submitted with the original application.
