VIRGIL C. SUMMER NUCLEAR STATION REQUEST FOR APPROVAL OF FINAL SAFETY ANALYSIS REPORT REVISION TO CHAPTER 17.0 RELATED TO QUALITY ASSURANCE PROGRAM COMMITMENTS (TAC NO. MB7986)

Dear Mr. Byrne:

By letter dated February 19, 2003, the South Carolina Electric and Gas submitted a revision to Chapter 17.0 of the Virgil C. Summer Nuclear Station Final Safety Analysis Report. Your letter states that you have determined that the changes constitute a reduction in commitment to the quality assurance program; therefore, these changes must be submitted to and approved by the U. S. Nuclear Regulatory Commission (NRC) staff prior to implementation in accordance with Title 10 of the Code of Federal Regulations, Section 50.54(a)(4).

During a phone conversation with Mr. Robert Sweet, Licensing Supervisor, on April 16, 2003, he was informed that we anticipate preparing a request for additional information by May 15, 2003. As such, this letter informs you that the NRC has not provided its final approval of the requested changes to your quality assurance program as described in your February 19, 2003, submittal. NRCs approval of your requested changes is contingent upon your response to our request for additional information. We expect to complete the review within 60 days after receiving your response.
