DAVIS-BESSE NUCLEAR POWER STATION - INSPECTION SCHEDULE UPDATE
Dear Mr. Myers:
The purpose of this letter is to provide you with an updated schedule of U. S. Nuclear Regulatory Commission (NRC) inspections at the Davis-Besse Nuclear Power Station so you will have an opportunity to prepare for the inspections or inform us of any conflicts between planned inspections and significant plant activities. This letter is an update to our previous inspection schedule letter dated November 27, 2002.
On April 29, 2002, we informed you of the formation of the NRCs Davis-Besse Oversight Panel under NRC Inspection Manual Chapter 0350, Oversight of Operating Reactor Facilities in a Shutdown Condition with Performance Problems. The Davis-Besse Oversight Panel assesses facility performance and utilizes the plant's performance indicators to determine the inspections necessary to be completed at the Davis-Besse facility. Where they are valid, it is expected that you will continue to submit performance indicators during the current extended shutdown.
Throughout the past months the NRC has conducted special inspections to review the effectiveness of your efforts to identify and correct the deficiencies that led to the extended shutdown of the Davis-Besse facility. The special inspections have confirmed progress in resolving the issues contained in our Restart Checklist. The NRC will continue special inspections to assess the status of Restart Checklist issue resolution as you complete your problem discovery and corrective actions in each area. The planned and ongoing special inspections are listed in Enclosure 1. Note that the Safety System Design and Performance Capability (IP 71111.21), Permanent Plant Modifications (IP 71111.17), and Identification and Resolution of Problems(IP 71152) inspections previously scheduled between July and December 2003 are incorporated into the special inspections scheduled to be completed prior to facility restart. lists NRC baseline inspection activities that are planned through March 2004.
Routine inspections performed by the resident inspectors are not listed due to their ongoing and continuous nature.
L. Myers The inspection schedule is less firm later in 2003 and 2004 and may be adjusted due to changes in your schedule or emerging performance issues at Davis-Besse or other Region III facilities. In addition, since the terrorist attacks on September 11, 2001, the NRC has issued several Orders and threat advisories to enhance security capabilities and improve guard force readiness. We have conducted inspections to review your implementation of these requirements and have monitored your actions in response to changing threat conditions. For calendar year 2003, we plan to continue these inspections, conduct portions of the security baseline inspection program, and perform additional inspections to evaluate your compliance with any new requirements that may be ordered.
The inspection plan will be adjusted by the Davis-Besse Oversight Panel based on the NRCs assessment of facility performance and progress in addressing the items on the Restart Checklist. You will be notified of any changes in the inspection plan or schedule.
