Dear Mr. Coutu:
By letter dated January 13, 2003, supplemented February 27, 2003, Nuclear Management Company, LLC (NMC or the licensee) submitted a request for a proposed amendment to revise Kewaunee Nuclear Power Plant technical specifications and operating license to implement measurement uncertainty recapture power uprate. The change involves a proposed increase in power level from 1650 MWt to 1673 MWt (1.4 percent) based on installation of a Crossflow ultrasonic flow measurement system.
The Nuclear Regulatory Commission (NRC) staff has reviewed your submittal for the impact on the electrical power system (offsite, onsite, and dc), station blackout capability, and environmental qualification of electrical equipment. The NRC staff needs additional information. Please provide details regarding grid stability analysis including assumptions, results and conclusions for the proposed power uprated condition.
A draft of the request for additional information was e-mailed to Ms. L. Gunderson (NMC) on March 3, 2003.
A conference call was held between L. Gunderson and myself on March 3, 2003, to discuss the question to ensure that there was no misunderstanding. The conference call established a mutually agreeable response date within 30 days from the date of this letter.
