David, I am reviewing CPSES's licensee amendment, and have a couple of questions. Most of the administrative changes are fine. I am a little concerned about one change in particular - relating to the water treatment facility outages and groundwater.

As the operating license currently stands, TXU would have to report any groundwater use over 30 gpm during any outage. According to their suggested revision, TXU would only have to report outages of the water treatment system if they are using over 30 gpm, and groundwater is being used to supplement the system. This would not include the use of more than 30 gpm of groundwater from any other usage/outage.

If the water treatment system is out for more than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, what is its backup? How can they avoid using groundwater? We're trying to understand what their change is meant to accomplish, and how it may relate to our evaluation in the FES.
