KEWAUNEE NUCLEAR POWER PLANT - REVIEW OF LICENSE AMENDMENT REQUEST 189 TO REVISE TECHNICAL SPECIFICATION SECTION 4.6, PERIODIC TESTING OF EMERGENCY POWER SYSTEM (TAC NO. MB6883)
Dear Mr. Coutu:
By application dated November 22, 2002, the Nuclear Management Company, LLC (NMC),
submitted a license amendment request to revise Kewaunee Nuclear Power Plant Technical Specification (TS) Section 4.6, Periodic Testing of Emergency Power System. The Nuclear Regulatory Commission (NRC) staff received the submittal on December 6, 2002. NMC requested the NRC staff to complete its review by April 1, 2003. This requested completion date would allow 130 days (approximately 4 months and 10 days) for the NRC staff to complete its review. The NRCs performance goals for licensing actions are to complete 95 percent in less than 1 year and 100 percent in less than 2 years. The NRC staff finds your proposed target date for completion of the review to be aggressive. While the NRC staff will endeavor to complete its review consistent with your proposed completion date, based on a preliminary review of your submittal, it is unlikely that the NRC staff will complete its review by April 1, 2003.
You previously requested the NRC staffs completion of your alternate source term submittal in 9 months, the Core Operating Limits Report (COLR) submittal in 7 months, the fuel transition submittal in 7 months, and the GOTHIC 7 submittal in 5 months and 4 days. By letters dated August 16, 2002 (ADAMS Accession No. ML022250437), and October 15, 2002 (ADAMS Accession No. ML022740188), the NRC staff informed you that these proposed completion dates were aggressive and stated that the NRC staff faces significant challenges in balancing its work load, available resources, and budget constraints in order to achieve its performance goals. Accordingly, it is imperative that you plan your submittals to enable the NRC staff to perform its review in an efficient manner consistent with our performance goals and your schedule.
