Unit 2 Updated Safety Analysis Report and the 10 C.F.R. §50.59 Evaluation Summary Report (TAC No. MB6536)

Gentlemen:

Pursuant to the requirements of 10 C.F.R. §50.71(e) and 10 C.F.R. §50.59(b), Nine Mile Point Nuclear Station, L.L.C., hereby submits Revision 15 to the Nine Mile Point Unit 2 Updated Safety Analysis Report (USAR) and the 10 C.F.R. §50.59 Evaluation Summary Report.

One (1) signed original and ten (10) copies of the USAR, Revision 15, are enclosed. Copies are also being sent directly to the Regional Administrator, Region I, and the NRC Resident Inspector at Nine Mile Point. The USAR revision contains changes made since the submittal of Revision 14 in February 2001. The revision reflects all changes up to and including April 17, 2002. In addition, various tables have been edited in a table format. Changes to the Nine Mile Point Quality Assurance Program Topical Report (QATR) that were previously submitted with Unit 1 UFSAR (Updated) Revision 17, dated October 2001, have been incorporated in Unit 2 USAR Appendix B. Enclosure A provides the identification, reason, and basis for each change to the quality assurance program description in accordance with 10 C.F.R. §50.54(a)(3)(ii).

The enclosed 10 C.F.R. §50.59 Evaluation Summary Report (Enclosure B) contains a brief description of changes, tests, and experiments, and includes a summary of the §50.59 Evaluation p1165 III$

NMP2L 2075 Page 2 of each. None of the 10 C.F.R. §50.59 Evaluations involved obtaining a license amendment as defined in 10 C.F.R. §50.59(c)(1).

Enclosed are five (5) copies of the Technical Requirements Manual (TRM) and a summary of changes (Enclosure C) made since the TRM was implemented on December 2, 2000. Also enclosed is a summary of changes made to the Technical Specifications Bases (Enclosure D) since implementation of the Improved Technical Specifications on December 2, 2000.
