Perry and River Bend Conf. Calls re: Alternative Source Term On 10/17/02, the NRC staff held conference calls with the licensees for the Perry and River Bend plants to discuss their license amendment requests to adopt the use of the alternative source term. The conference calls were conducted sequentially with each licensee.

As part of the proposed changes to the technical specifications (TSs), the licensees removed the term "recently irradiated fuel." In support of the proposed TS changes, the licensees relied on the decay time based on operational constraints for moving the fuel after plant shutdown and analyzed the dose consequences. The licensees results showed that even without taking credit for the containment or fuel handling buildings or ventilation/filtration systems, the dose calculation results remain below the limits of 10 CFR 100. Thus the licensee believes that the "recently irradiated fuel" requirement can be removed from the TS and is taken care of in the shutdown operations and procedures.

The staff did not agree with the licensee. The staff did not make a finding on the acceptability of dose consequences but rather that the time required for fuel movement in the design basis fuel handling accident analyses should be included in TSs as required by 10 CFR 50.36 Criterion 2. Thus the staff informed the licensees that the term "recently irradiated fuel" needed to be defined and included in the TSs. The licensees indicated that they would consider the options available to them contact the staff in approximately a week with their plans.
