Technical Specification Task Force Meeting Summary The staff met with the Nuclear Energy Institute Technical Specification Task Force (NEI TSTF) on September 13, 2002. Enclosure 1 lists the meeting attendees.

General Discussion The NEI TSTF provided an Active TSTF Traveler Report, (Enclosure 2). The statuses of the open TSTFs were discussed. The status and completion dates of TSTFs were updated.

The next item on the agenda, Overview of Traveler Process, was addressed by Mr. David Bice of CEOG. On behalf of the NEI TSTF, he expressed their satisfaction with the Staff's overall process of reviewing travelers. Following these discussions, we moved into Control Room Habitability (CRH) and Steam Generator License Change Package (GLPC) STS. The NEI TSTF will provide the staff a TSTF on Control Room Habitability by the end of the year.

Additionally, they will work with NEI's Steam Generator task force to prepare a TSTF that is consistent with the SG Generic Letter Change Package on which there is near agreement. The TSTF will be worked in parallel with a lead plant and the submittal is projected for the end of the year.

The Simple Change Process was discussed. There was a general consensus that the process has not yet been taken full advantage of. There will be more of an effort in the future to use this process more effectively.

Mr. Steve Wideman of WOG expressed concerns regarding the approval process and adoption of Topical Reports vs. the Consolidated Line Item Improvement Process (CLIIP). Industry as well as staff would like to see Topical Reports and their related TSTFs move through the approval process together and be adopted by the plants in the most efficient way.

Item #8 on the agenda was Specific Travelers. TSTF-359, R.7 which is currently in the CLIIP process was addressed. Staff acknowledged receipt of several public comments on the Federal Register Notice, the TSTF expressed interest in being given an opportunity in submitting a Revision 8 to TSTF-359. Several members of the NEI TSTF are working to resolve issues on TSTF-439 and its possible impact on TSTF-409; TSTF-417 and TSTF-430.

A schedule for incorporating approved travelers into MS Word ITS NUREGs and publishing was the next item for discussion. Follow up action items from the NRC Staff/EXCEL Services Corporation meeting held August 16, 2002 (see ADAMS Accession No. ML022340084) were addressed. Presently, staff has not reviewed the information submitted by EXCEL. Staff will develop a review schedule and provide it to EXCEL.

Item #11 on the agenda was - Generate a TSTF to revise Containment Spray Nozzle Test STS Issue: Licensees are required by TS to test the containment spray nozzles typically by blowing smoke through the containment spray system and looking for smoke coming out the nozzles.

This test is burdensome and does not demonstrate unclogged feeder pipes which could block the nozzles when the spray system is activated. A more practical and conclusive procedure for demonstrating that both the nozzles and the feeder pipes are unclogged is to implement the following:

a. demonstrate that the Containment Spray System was originally clean (this is accomplished by providing the documentation that the system was flushed);
b. provide documentation that a foreign materials exclusion program (FMEP) was conducted whenever the system was opened up;
c. provide documentation that the piping and nozzles are made of corrosion resistant materials and the nozzles are located in a contaminant free area.

The NEI TSTF requested a copy of documentation to aid them in their effort to develop a traveler to address this issue.

The next meeting is scheduled for January 2003.

Actions NRC Staff

- Will provide a copy of the Prairie Island Safety Evaluation on Containment Spray.

- Will provide a Target Date for the completion of TSS review of the MS Word formatted NUREGS no later than September 30, 2002.
