Technical Specification Task Force Meeting Summary On August 16, 2002, the staff met with EXCEL Services to discuss the progress and next steps of the conversion of the ISTS NUREGs to Microsoft Word, WordPerfect and PDF file format when existing WordPerfect "Styles" code formatting is removed from the existing WordPerfect documents.

Prior to the meeting, the staff had requested EXCEL to provide a description and marked up pages of changes EXCEL had made to the NUREGs that could be considered technical. The staff reviewed those changes and passed on the following comments. Specifically, there were two items to address:

First, a change was made to several Required Actions to change Required Action Notes from "Only required when [THERMAL POWER is > 20% RTP]" (or something similar) to "Only required to be met when [THERMAL POWER is > 20% RTP.]" The justification was that this should have been changed by TSTF-284, Revision 3, "Add "Met vs..

Perform" to Specification 1.4, Frequency." Staff stated the change was not necessary.

They are Required Actions and stating that they are not required under certain circumstances is sufficient. Met and performed are not needed in these Required Action Notes. EXCEL agreed with the staff on this item. TSTF-284 only discussed modifying Surveillance Notes, not Required Action Notes. TSTF-284 did not modify any Required Actions. This is not addressed in the Writers Guide, however, the Section 1.4 discussion of "met" vs. "performed" only discusses Surveillance Notes.

Second, the TSTF noted that TSTF-286, Rev. 2, "Define "Operations Involving Positive Reactivity Additions"," should have modified LCO 3.9.5 Note 1.b, which was added by TSTF-349, Rev. 1, "Add Note to LCO 3.9.5 Allowing Shutdown Cooling Loops Removal from Operation." However, the WOG NUREG markup was different (and incorrect) from the CEOG and BWOG markup, in that several words were left out of the markup.

EXCEL agreed that they would correct the WOG markup to make it consistent with the BWOG and CEOG NUREGs and the other Notes added by TSTF-286.

Next, EXCEL presented various examples of the converted files as they would appear without the current WordPerfect "Styles" coding. With the exception of the two issues mentioned above, the staff agreed that the conversion, formatting and overall layout of the documents were acceptable and could be used as the starting point for future changes. However, staff would need to perform a review of the NUREGs; additionally, staff stated that currently the Technical Specification Section (TSS) doesnt have the resources to complete the publishing process of this new version before the end of the year.

This led to discussions of the process for providing the revised files to the NRC and for their posting on the NRCs web site.

EXCEL stated that their plan had been for the NRC to accept their retyped Revision 2.2 and after that revision was posted, EXCEL would prepare Revision 2.3 which would include all Travelers that have been approved. Staff response to this proposal was 1) we (TSS) probably did not have the resources to support two large revisions within a few months of each other, and 2) the NRC may need to officially publish the new version, since it may be an entirely new set of source documents.

ENCLOSURE 2 The staff suggested that EXCEL should take their existing Word version and incorporate any unincorporated, approved Travelers. Staff will determine from the OCIO if there is a requirement to publish a new version (Rev. 3.0) of the NUREGs.

In summary, the staff feels that the process to remove the WordPerfect "Styles" codes from the existing documents while maintaining the overall format of the NUREGs was successful and believe the conversion to Word to be complete and acceptable, with the exception of the two issues noted above which EXCEL agreed to change. Additionally, to minimize the impact on NRC resources and any delay, the staff recommend that EXCEL incorporate all other approved Travelers to make a new version.

ACTIONS TSTF to revise the files to address the two issues listed above.

After incorporation of the approved Travelers, TSTF will provide the completed WordPerfect and PDF files to the NRC for posting, and possibly publishing.

Staff perform review of reformatted NUREGs.

Staff to determine if NUREGs need to go through official publishing process.
