SUMMARY

OF JULY 10, 2002, MEETING REGARDING THE ALTERNATIVE SOURCE TERM IMPLEMENTATION On July 10, 2002, the U.S. Nuclear Regulatory Commission (NRC) staff met with Tennessee Valley Authoritys (TVAs) representatives at the NRC Headquarters in Rockville, Maryland.

The objective of the meeting was to allow TVA to discuss with the staff the content of the alternative source term (AST) submittal, the approach used for Browns Ferry Unit 1, and the preliminary results. The meeting was classified as a Category 1 meeting. Enclosure 1 is a list of attendees, and Enclosure 2 is a copy of TVAs handout distributed during the meeting. The handout contains TVAs agenda for the meeting. TVA plans to submit the AST analysis in late July 2002 and would need NRC staff approval by April 2003. Previously, on January 16, 2002, TVA met with the NRC staff regarding the same subject. TVA has contracted with Polestar Applied Technology, Inc., to perform the analysis.

The licensees representatives stated that the submittal content is consistent with Regulatory Guide 1.183, Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors. The licensee discussed the analysis assumptions and results; and the scope of the AST analysis that includes the loss-of-coolant, main steam line break, refueling, and control rod drop accidents. The three Browns Ferry units are essentially identical with a common secondary containment, and pressurized control rooms. In addition, TVA representatives stated that changes to the Operating License for Unit 1, the Final Safety Analysis Report, and the Technical Specifications (TSs) are needed.

The AST is being submitted for all three units although Unit 1 is not scheduled to operate until 2007. However, due to the fact that the units are essentially identical, the AST analyses are expected to give similar results. TVA identified an existing license condition in the Operating License for Unit 1 that requires the licensee to verify that the required AST analysis and modifications are complete, and NRC staff approval is obtained prior to entering the mode for which the TS applies.

The NRC staff had several comments regarding the analysis assumptions, the volume of the puff release and the associated meteorology. TVA plans to respond to the NRC staffs comments in the AST submittal targeted for July 31, 2002.
