SALEM NUCLEAR GENERATING STATION, UNIT NOS. 1 AND 2, REQUEST FOR ADDITIONAL INFORMATION RE: REQUEST FOR CHANGE TO TECHNICAL SPECIFICATION 3.6.2.3 CONTAINMENT COOLING SYSTEM (TAC NOS. MB2792 AND MB2793)
Dear Mr. Keiser:
By letter dated August 17, 2001, PSEG Nuclear LLC submitted a request for a revision to Technical Specification (TS) 3.6.2.3, Containment Cooling System, at the Salem Nuclear Generating Station, Unit Nos. 1 and 2 (Salem). The proposed TS change would modify the acceptance criterion for the service water flow rate through the Containment Fan Coil Units.
The U.S. Nuclear Regulatory Commission staff is reviewing your request and has determined that additional information is necessary in order to complete its evaluation. We discussed the enclosed request for additional information with your staff during a telephone call on July 2, 2002. During the call, you agreed to respond to this letter within 30 days from the date of this letter. If circumstances result in the need to revise the target date, please contact me at (301) 415-1324, understanding that a delay in your response is likely to adversely affect our review schedule.

Briefly explain how fouling on CFCUs is monitored and controlled to remain at or below the value of 0.00285 hr deg-F ft-sq/Btu. In particular, how often is fouling on CFCUs determined? Is the measurement of fouling on all CFCUs performed during the same plant outage? If not, could some measurements of fouling on CFCUs exceed limits while others do not?
