OF THE APRIL 4, 2002, TELEPHONE CONFERENCE CALL REGARDING TXU GENERATION COMPANY LP PROPOSED INSPECTION OF THE COMANCHE PEAK STEAM ELECTRIC STATION (CPSES), UNIT 2, REACTOR PRESSURE VESSEL (RPV)

On April 4, 2002, a conference call was held with members of the U.S. Nuclear Regulatory Commission (NRC) staff and representatives from TXU Generation Company LP, the licensee for CPSES, Unit 2. The purpose of this call was to discuss the licensees proposed plan for inspection of the RPV head. CPSES, Unit 2, is presently in a refueling outage, and is planning to do an inspection in response to NRC Bulletin 2002-01, Reactor Pressure Vessel Head Degradation and Reactor Coolant Pressure boundary Integrity.
The NRC staff asked the licensee to outline its RPV head inspection program for CPSES, Unit 2, during its current refueling outage. The licensee summarized its inspection plans as follows:
The licensee's goal is to perform 100 percent remote visual inspection of the bare metal upper head for CPSES, Unit 2. The licensee will commence the inspection on April 7, 2002, and complete the inspection by the end of the week. The RPV head will be reinstalled by April 19, 2002. In view of the limited time available after the completion of the inspection and prior to RPV head reinstallation, the NRC staff asked that the licensee brief the NRC on the results of its inspections soon after they are completed.
In view of the limited time to plan for the inspection, the licensee was reluctant to commit to a 100 percent bare-metal inspection, although they did indicate that it was their goal.
The licensee is following the findings from Davis-Besse Nuclear Power Station (Davis-Besse), discussed in Bulletin 2002-01, to maintain an awareness of the root cause of the Davis-Besse event, and take appropriate actions to respond to issues emerging from the Davis-Besse review. The licensee participates in the Strategic Teaming and Resource Sharing (STARS) organization from which they obtain insights from other licensees on their actions related to NRC Bulletin 2002-01. CPSES, Unit 2, is considered a low-susceptability plant with regard to RPV head nozzle cracking.
