BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 - DRAFT SAFETY EVALUATION FOR PROPOSED EXTENDED POWER UPRATE LICENSE AMENDMENTS (TAC NOS. MB2700 AND MB2701)

Dear Mr. Keenan:

We have reviewed the application from Carolina Power & Light Company (CP&L) dated August 9, 2001, for Brunswick Steam Electric Plant (BSEP), Units 1 and 2. The proposed amendments would allow an increase in the licensed power level from 2558 megawatts thermal (MWt) to 2923 MWt. This change represents an increase of approximately 15 percent above the current licensed power at BSEP, Units 1 and 2, and is considered an extended power uprate. The proposed amendments would change the facility operating licenses and the technical specifications appended to the licenses to provide for implementing uprated power operation.

The original application was supplemented by letters dated October 17, November 1, 7, 28, and 30, December 4, 10, 17 (2 letters), and 20, 2001, January 20, February 1, 4, 13, 14, 21 (2 letters), and 25 (3 letters), and March 4, 5, 7, 14, 20, 22, and 25, 2002.

Enclosed is a draft safety evaluation (SE) for BSEP, Units 1 and 2, that the Nuclear Regulatory Commission staff prepared to support the amendment request. A copy of this draft SE was sent to the Advisory Committee on Reactor Safeguards (ACRS) in preparation for its April 23, 2002, subcommittee meeting that is being held to discuss the application. The presentation to the ACRS full committee is expected to be on or about May 2, 2002.

This draft SE is being withheld from public disclosure at this time because it may contain proprietary information.
