Dear Ms. Mehler:
By a letter dated March 18, 2002, Mr. Samuel J. Collins responded to a letter from you, transmitted to the Nuclear Regulatory Commission (NRC) by the State of New Jersey. Mr.
Collins stated that NRC is responsible for assessing the adequacy of onsite emergency plans developed by the licensee, whereas your concern involves offsite emergency planning which is under the jurisdiction of the Federal Emergency Management Agency (FEMA). Mr. Collins stated that the NRC staff had forwarded your letter to FEMA for its review, and designated me to forward FEMAs response to you when it is received at NRC. FEMA has completed its review (letter, V. E. Quinn of FEMA to K. H. Gibson of NRC, March 19, 2002), and I have enclosed that letter for your information.
