This letter is in response to your request dated February 7, 2002, concerning an individual's concerns regarding evacuation plans for Forked River Beach Community, which is within the 10-mile emergency planning zone of the Oyster Creek Nuclear Power Generating Station (NPGS).

The Regional Assistance Committee Chair of FEMA Region II has provided the enclosed documents that reflect Region II's assessment of the adequacy of the Beach Boulevard evacuation route in the Forked River Beach Community.

Based on the enclosed documentation, we support Region II's conclusion that the Ocean County's Radiological Emergency Preparedness Plans in the State of New Jersey for the plume exposure emergency planning zone around the Oyster Creek NPGS are adequate.

March 7, 2002 sUBJECT; Response to the NRC request for information on the Ocean County REP Plan for the Oyster Creek Nuclear Power Generation Station in the event of an evacuation of the Forked River Beach Community The purpose of this memorandum is to answer the questions raised in a concerned individual's letter that was forwarded to the Nuclear Regulatory Commission ( NRC ) for a response on evacuation planning for the community of Forked River Beach ( Emergency Response Planning Area # I ) located in Lacey Township, in Ocean County, New Jersey.

The first issue raised concerns tWo bridges on the evacuation route that must be crossed while traveling west on Beach Boulevard to reach the main evacuation route of State Route 9 to proceed to a reception center. In the event of a traffic impediment or traffic flow problems on any of the bridges during an evacuation as a result of a radiological emergency, or be it from a hurricane or a nor'easter, the responsibility to clear traffic impediments in any event belongs to the Lacey Township Police Department. If additional resources are needed to assist the Lacey Township Police Department in the removal of traffic impediments, help can be requested from the New Jersey State Police, the Ocean County Road Department, and local Volunteer Fire Departments. Since this is an evacuation route as identified in the Ocean County REP Plan, as it is in other emergency preparedness plans for natural hazards, any impediments effecting this evacuation route would be responded to immediately and on a priority basis.

The second issue raised by the concerned individual is the use and access to a road for emergency purposes that runs through an old farm that is now on land owned by the Utility, AmerGen Energy Company. AmcrGen has agreed to make the roadway available for use as an emergency access road for emergency evacuation only, as stated in a letter dated October 30, 2001, from the Utility, to the Mayor of Lacey Township, Ronald Sterling. A copy of this letter is attached as well

as other correspondence relating to this subject.
