This is in reference to GPUs application dated 3/31/97, and supplements. We need to hold a conference call to determine where this review is heading. These are the issues we propose to discuss:
(1) GPUs application and supplements did not apply for a specific licensing action (e.g.,
amendment), even though the licensing basis of Oyster Creek would be changed as a result.
This is probably because there is no TS requirement associated with the subject licensing basis change. However, in the mid to late 1990s, the NRC has started amending the operating license itself for licensing basis changes that involve no TS change. The attached amendment issued to Catawba (ML013090393) illustrates this point. Among other things, the amendment approves an increase in fuel burnup, which is not a TS requirement; the new license condition approves the revised licensing basis.
(2) Discuss whether AmerGen plans to submit additional or revised information. Hear from reviewers whether they have all needed information.
(3) Whether AmerGen has, or is interested in, participating as a pilot plant (with resultant fee waiver and refund). See J. Funches letter to VEPCO, 1/16/01.
In any event, we must make this review move forward. It has been around too long.
