SUMMARY

OF MARCH 19, 2002, MEETING REGARDING THE STEAM GENERATOR REPLACEMENT PROGRAM (TAC NO. MB4607)

On March 19, 2002, the Nuclear Regulatory Commission (NRC) staff met with representatives from NMC (the licensee) at the NRCs headquarters in Rockville, Maryland. The meeting was requested by the licensee to brief the NRC staff on the licensees program to replace the steam generators at the Prairie Island Nuclear Generating Plant, Unit 1. Meeting attendees are listed in Enclosure 1.

During the meeting, the licensee provided a program overview including the current condition of Unit 1 steam generators, justification for replacement, project organization, and program milestone schedule. Prairie Island Unit 1 is a two-loop Westinghouse plant which began its commercial operation in October 1972 and received its operating license in March 1973. The licensee stated that there is no safety concern with the current condition of Unit 1 steam generators. The reason(s) for deciding to replace the steam generators include: 1) increasing repair costs; 2) potential need for planned mid-cycle inspections and forced outages;

3) increasing outage time; 4) reduction in plant output; and 5) replacement energy costs. The licensee has selected Framatome-ANP as the replacement steam generator vendor. The licensee stated that Framatome has supplied about 75 replacement steam generators worldwide to date, but the replacement steam generators for Prairie Island Unit 1 will be the first in the US. The licensee plans to replace the steam generators during a planned refueling outage in September 2004. A copy of the licensees handout during the meeting is enclosed (Enclosure 2).

All participants agreed that the meeting was very beneficial and timely in exchanging pertinent information concerning such a major plant modification program. At the conclusion of the meeting, it was agreed in principle that another meeting should be scheduled in Fall 2002 to focus on the fabrication aspect of the replacement steam generators, followed by a meeting in Spring 2003 on licensing and additional fabrication issues, and a meeting in Spring 2004 on pre-installation issues.
