SUMMARY

OF MEETING BETWEEN THE NUCLEAR REGULATORY COMMISSION STAFF AND NUCLEAR MANAGEMENT COMPANY, LLC, HELD ON MARCH 12, 2003, REGARDING THE STEAM GENERATOR REPLACEMENT PROGRAM (TAC NO. MB4607)

The Nuclear Regulatory Commission (NRC) staff met with representatives of the Nuclear Management Company, LLC (NMC), at NRC Headquarters, at the request of NMC, on March 12, 2003, regarding the steam generator (SG) replacement program for the Prairie Island Nuclear Generating Station, Unit 1. Enclosure 1 lists the meeting participants.

A public meeting notice for the subject meeting was issued on February 14, 2003, and a copy of the meeting notice was posted on the NRCs external (public) web page (ADAMS Accession No. ML030440271).

The purpose of the meeting was to discuss the status of NMCs activities for the SG replacement project at Prairie Island Unit 1. During the meeting, NMC provided a program overview, including the current condition of Unit 1 SGs, justification for replacement, project organization, and program milestone schedule (Enclosure 2). NMC stated that there is no safety concern with the current condition of Unit 1 SGs. The reasons for NMCs decision to replace the SGs include (1) increasing repair costs, (2) potential need for planned mid-cycle inspections and forced outages, (3) increasing outage time, (4) reduction in plant output, and (5) replacement energy costs. NMC stated that Framatome-ANP is the SG replacement vendor. NMC plans to replace the SGs during a planned refueling outage in September 2004.

At the conclusion of the meeting, it was agreed in principle that another meeting should be scheduled in the fall 2003 to focus on the licensing and fabrication of the replacement SGs, followed by a meeting in Spring 2004 to focus on pre-installation.
