SUMMARY
TO DISCUSS DIGITAL UPGRADES TO THE KEOWEE HYDRO UNITS On December 5, 2001, the Nuclear Regulatory Commission (NRC) met with Duke Energy (the licensee) to discuss digital upgrades to the Keowee hydro units for Oconee Nuclear Station, Units 1, 2, and 3. Enclosed is a list of the meeting attendees. The handout provided by the licensee is accessible electronically from the Agencywide Documents Access and Management System (ADAMS) Public Electronic Reading Room on the internet at the NRC Web site, http://www.nrc.gov/reading-rm/adams/html under ADAMS accession number ML013400318. Persons who do not have access to ADAMS or who encounter problems in accessing the documents located in ADAMS, should contact the NRC PDR Reference staff by telephone at 1-800-397-4209 or 301-415-4737, or by e-mail to pdr@nrc.gov.
The licensee is planning to replace the Keoowee hydro units mechanical flywheel governor and static exciter/regulator, which are obsolete, with digital components. The licensee stated that these digital components will improve reliability, but the NRC questioned the ability of the licensee to demonstrate this improved reliability. The licensee believes that this replacement with digital components can be accomplished under the provisions of 10 CFR 50.59, which means that no NRC approval is required. The licensee is planning to begin the replacement in the spring of 2003.
