REPLY TO LICENSEES RESPONSE TO CITED VIOLATION FOR NRC INSPECTION REPORT 50-456/01-11(DRP);50-457/01-11(DRP), BRAIDWOOD STATION, UNITS 1 & 2

Dear Mr. Skolds:

We received your letter dated January 11, 2002, which replied to a Notice of Violation contained in NRC Inspection Report 50-456/01-11; 50-457/01-11 for the Braidwood Station, Units 1 and 2. The violation involved an inadequate procedure which could allow the essential service water average temperature to exceed the Design Basis and Technical Specification Section 3.7.9 maximum temperature limits of 100 degrees Fahrenheit.

In your response letter, we noted that you do not agree with the violation. You stated that qualitative evaluations of design margins in components served by the ultimate heat sink and other safety analyses demonstrated that adequate margin exists to account for instrument uncertainties. You also indicated that additional analyses will be performed to substantiate and quantify the conservatism in the analyses. You stated that a comparison of these analyses will be completed by April 19, 2002 and will be provided to the NRC for review.

The purpose of this letter is to request that you provide the results of your quantitative analyses and your assessment by May 3, 2002. We will review your assessment in conjunction with your letter dated January 11, 2002 to evaluate your basis for disagreeing with the violation.
