DONALD C. COOK NUCLEAR PLANT, UNITS 1 AND 2 - QUALITY ASSURANCE PROGRAM REDUCTION IN COMMITMENT (TAC NOS. MB3943 AND MB3944)
Dear Mr. Bakken:
By letter dated January 11, 2002, pursuant to 10 CFR 50.54(a)(4), Indiana Michigan Power Company, the licensee for Donald C. Cook Nuclear Plant (D. C. Cook), Units 1 and 2, requested approval of a reduction in commitment to the D. C. Cook Quality Assurance Program Description (QAPD). The proposed change would allow continued use of the file rooms in D. C. Cooks Training Center for the storage of quality assurance records. The licensee stated that the file rooms do not meet the current fire protection requirements for the protection the records, as required by commitments in the QAPD. Specifically, the file rooms are not separated from the rest of the Training Center with 2-hour fire-resistive construction. The file rooms in the Training Center provide approximately 45 to 90 minutes of fire resistance protection.
The QAPD contains a commitment to protect quality assurance records in accordance with NUREG-0800, Standard Review Plan for the Reviews of Safety Analysis Reports for Nuclear Power Plants, dated July 1981. NUREG-0800 requires records to be stored in a 2-hour fire-rated resistant file room.
The Nuclear Regulatory Commission (NRC) staff has reviewed the licensee's basis for the proposed change and finds that the licensee did not provide adequate justification for the reduction in the 2-hour fire-resistive construction requirement. Therefore, the NRC staff finds that the licensees proposed reduction in commitment to the QAPD is not acceptable.
A. Bakken Within 30-days after receipt of this letter, please provide the NRC with a schedule when the quality assurance records currently stored in the Training Center will be stored in an area that provides adequate protection of the records in accordance with Criterion XVII of Appendix B to 10 CFR Part 50.
