Change of Containment Building Sump Buffering Agent from Trisodium Phosphate to Sodium Tetraborate (TAC No. MD2864)" (NRC-06-0155)

SUBJECT:

Withdrawal of License Amendment Request "Trisodium Phosphate Volume" Reference 3 was a License Amendment Request (LAR) proposing to revise the volume of Trisodium Phosphate (TSP) previously required by the Fort Calhoun Station, Unit No. 1 (FCS)

Technical Specifications (TS). The Omaha Public Power District (OPPD) submitted Reference 3 to account for an increase in reactor coolant system volume as a result of replacing both steam generators and the pressurizer during the 2006 Refueling Outage.

OPPD submitted a subsequent LAR (Reference 4) seeking NRC approval to change the containment sump buffering agent from TSP to Sodium Tetraborate (NaTB). TSP replacement was one of several interim corrective measures proposed in response to Generic Letter 2004-02 (Reference 2). On November 13, 2006, the NRC issued Amendment 247 (Reference 5) approving the use of NaTB as the containment sump buffering agent for one operating cycle.

Approval of Amendment 247 obviates the need for TSP requirements in the FCS TS. Therefore, OPPD hereby withdraws the Reference 3 LAR.
