Annual Commitment Change Summary Report This report summarizes Limerick Generating Station (LGS) changes to NRC commitments that meet the threshold for reporting for the period from July 1, 2021 to June 30, 2022. Changes to these commitments are performed using procedure LS-AA-110, Commitment Management, which employs the guidance provided in NEI 99-04, Guidelines for Managing NRC Commitment Changes. NEI 99-04 was approved by the NRC for licensee use by SECY-00-045, Acceptance of NEI 99-04, "Guidelines for Managing NRC Commitments." Licensees were informed that NEI 99-04 was an acceptable process for control of regulatory commitments by the issuance of RIS 2000-17, Managing Regulatory Commitments made by Power Reactor Licensees to the NRC Staff, on September 21 , 2000.

LS-AA-110, Commitment Management, Section 4.7, "NRC Notification of Commitment Changes/Deletions," requires submittal of a written report once per calendar year. This report includes one commitment change summary with the details provided in the attachment.

There are no new regulatory commitments contained in this letter.

Periodic Walkdown of All Locked Devices Statement of commitment:

Recurring Training for appropriate personnel regarding proper locked device manipulation is being developed. The first cycle of recurring training will be completed by April, 1998.

A process will be created to periodically sample a portion of the locked devices and ensure they are properly locked. This process will be in place by the end of December, 1997.

Commitment revised as follows:

Removed requirement to periodically sample a portion of locked devices to ensure they area properly locked.

Justification for change:

The commitment was a Limerick-specific commitment as a result of a 1997 NOV where several valves were found not adequately chained and locked to prevent movement. The fleet governance contained in OP-AA-108-103, LOCKED EQUIPMENT PROGRAM, does not require periodic verification of all locked devices at Constellation plants; it only requires quarterly audits of the locked device log. This is accomplished at Limerick under recurring task RT-6-000-909-0.

A review of the RTs for the locked valves back to 2011 has not identified any issues of devices being found not locked correctly. The commitment for performance of recurring training has been effective in ensuring personnel understand the importance of maintaining locked devices appropriately locked. In addition, current Human Performance Tools and the requirements of OP-AA-108-103 require an independent verification of restored locked devices after manipulation, ensuring they are returned to the proper configuration.
