On March 12, 2012, the NRC Staff issued Reference 1 to all NRC power reactor licensees and holders of construction permits in active or deferred status. Enclosures 2 and 4 of the March 12, 2012 letter contain specific Requested Actions, Requested Information, and Required Responses associated with Recommendations 2.1 and 2.3, Flooding Evaluations and Walkdowns. Addressees were requested in Enclosure 4 to confirm if they intend to use the NRC-endorsed flooding walkdown procedures within 90 days of the date of Reference I , in accordance with 10 CFR 50.54(f). Addressees were also requested in Enclosure 2 to provide a response within 90 days of the date of the Reference 1 if an addressee cannot meet the requested response date. This letter provides the required 90-day response

Document Control Desk Page 2 for the Northern States Power Company, a Minnesota corporation, d/b/a Xcel Energy (NSPM), on behalf of the Prairie Island Nuclear Generating Plant (PINGP).

Recommendation 2.1 - Flooding In Reference 2, the PINGP was identified as a Category 2 site with a required response date for the PINGP's flood hazard reevaluation as March 12, 2014, which corresponds to two years from the date of issuance of Reference 1. NSPM plans to comply with the requested response date delineated in Reference 2.

NSPM also plans to meet the requested response dates for the other Required Responses in Enclosure 2 of Reference 1. Specifically, an approach for developing an lntegrated Assessment Report for the PINGP will be submitted within 60 days of the date of the NRC's issuance of guidance on implementation details of the lntegrated Assessment Report. In addition, if the PINGP is requested to complete an lntegrated Assessment Report, NSPM will submit written responses within two years following the submittal of the Hazard Reevaluation Report to the NRC.

Recommendation 2.3 - Flooding of Reference 1 requires each licensee to confirm that it intends to use the NRC-endorsed flooding walkdown procedures or provide the NRC a description of the process that will be used to conduct the flooding walkdowns. NSPM confirms that it will use the flooding walkdown procedure NEI 12-07, "Guidelines for Performing Verification Walkdowns of Plant Flood Protection Features," endorsed by the NRC in Reference 3, as the basis for the flooding walkdowns at the PINGP.
