Re:
Turkey Point Units 3 and 4 Docket Nos.
50-250 and 50-251 Thermal Stresses in Piping Connected to Reactor Coolant S stems NRC Bulletin 88-08, "Thermal Stresses in Piping Connected to Reactor Coolant Systems",
issued June 22,
- 1988, and supplemented on June 24, 1988 and August 4,
- 1988, requested that licensees (1). review their reactor coolant systems to identify any connected, unisolated piping that could be subjected to temperature distributions which would result in unacceptable thermal stresses and (2) take action where such piping is identified to ensure'hat the piping will not be subjected to unacceptable thermal stresses.
By letter L-88-436 dated October 14, 1988, Florida Power
& Light Company (FPL) provided the results of our review for Turkey Point Units 3 and 4, and a plan and schedule for completing the non-destructive examination required by the-bulletin.
To provide additional assurance that the piping identified in our October 14, 1988 letter willnot be subjected to unacceptable thermal stresses, FPL is having flow tests. performed to demonstrate that the conditions described in Bulletin 88-08 are unlikely at Turkey Point Units 3 and 4.
These flow tests will model the geometry and temperature differences for the flow paths identified, and determine if significant stratification will occur.
This testing is expected to be completed by March 1989.
At that, time FPL will decide what additional actions need to be taken in response to this issue.
We will inform you of those actions by April 30; 1989
'hould you have any questions, please contact us.
Very truly yours, cg.C 5
