Re: St. Lucie Units I and 2 Docket Nos. 50-335 and 50-339 Generic Letter 87 06," Periodic Verification of Leaktight integrity of Pressure isolation Valves" NRC Generic Letter 87-06 (GL 87 06) requested that licensees provide verification of the methods by which they are assuring the lecktight integrity of all pressure isolation volves as independent barriers against abnormal leckage, rapidly propagating failure, and gross rupture of the reactor coolant pressure boundary (RCPB). Licensees were requested to submit a list of all pressure isolation volves (PlVs) in operating plants. For each valve, licensees were also requested to describe the periodic tests or other measures performed to assure the integrity of the volve os an independent barrier of the RCPB along with the acceptance criteria for leakage and frequency of test performance.

Attachment I lists all PlVs in St. Lucie Unit I and St. Lucie Unit 2.

For St. Lucie Units I and 2, the test frequency and leakage limits of all PlVs meeting the subject criteria of GL 87-06 are specified in each Unit's Technical Specificottons, except as noted in Attachment 2.

ATTACHMENT 2 ST. LUCIE UNIT I PRESSURE ISOLATION VALVE TESTING All St. Lucie Unit i Pressure Isolation Valves (PlVs), with the exception of the shutdown cooling (SDC) return isolation volves and the safety injection tank (SIT) discharge check volves, are tested in accordance with the St. Lucie Unit i Technical Specifications, which specify the test frequency and leakage limits for the PlVs. The SDC return isolation volves and the SIT discharge check valves are not required to be tested for leakage by the Technical Specifications. They are, however, tested for leakcge in accordance with St. Lucie Unit I plant procedures (AP l-0100125A, Data Sheet 25) or are continuously monitored for indication of leakage by installed plant instrumentation, as described below.

The SDC return isolation volves are tested for a leakage rate in excess of I gpm using indication of pressure increase in isolated downstream piping with a pressure differential of greater than 200 psid. If a leakage rate of greater than I gpm is indicated, a volumetric leakage test is conducted and verified to be less than, or equal to, half the margin between the previously measured leakage rate and the maximum permissible leakage rate of S gpm. The SDC return isolation valves are tested on the same frequency as required for other PlVs by the St. Lucie Unit i Technical Specifications.

The SIT discharge check valves isolate the SIT from the Si header when Si header pressure is greater than SIT pressure. SIT pressures and levels are continuously monitored and alarmed. This instrumentation /olarms would indicate possible check volve leakage, if it were to occur.
