Dear Mr. O'Reilly:

Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 IE Bulletin 83-06 Florida Power & Light prcvided responses to the action items of IE Bulletin 83-06 (Non-Conforming Materials Supplied by Tube-Line Corporation Facilities at Long Island City, New York; Houston, Texas; and Carol Stream, Illinois) in our letters L-83-577 dated December 6,1983 and L-84-13 dated January 20, 1984. The basis for our report were letters we received from our vendors in response to our request for information on Tube-Line products.

Following our submittals, we discovered that Gulfalloy, Inc. had supplied FPL with Tube-Line Materials. This was contrary to what had been reported to us in a Gulfalloy, Inc. letter dated October 24, 1983.

In that letter Gulfalloy stated that they did not supply Tube-Line material to FPL projects. This infonnation was discussed with Mr. Kleinsorge of your staff and was documented in Inspection Report 84-12.

The Tube-Line material that was supplied by Gulfalloy by Purchase Order 38497-39056C is described in the attachment to this letter.

Because a sample of each of the Tube-Line items was present in spares inventory, the quality concerns on these items will be addressed by destructively testing samples for each heat code installed. Our engineering depar'anent reviewed the materials requirements and specified the testing i equi red. We now expect the testing of these items to be completed by October 10, 1984.

FPL will review the results of these tests and submit an update to provide a description of the actions taken on these -Tube-Line items by November 1,1984.

We. consider the problem with the Gulfalloy response to be an isolated occurrence as we have no information which would cause us to doubt the responses we received fran the other vendors.
