Docket No. 50-389 License Condition 2.C.7 Natural Circulation Boron Mixin Test License Condition 2.C.7 to the St. Lucie Unit 2 Facility Operating License NPF-16 requires Florida Power and Light Co.
(FPL) to either a) provide a report of the San Onofre Unit 2 test justifying that the test data is applicable to St. Lucie Unit 2 assuming adequate boron mixing during natural circulation, or b) perform the test to demonstrate adequate boron mixing during natural circulation cooldown.
San Onofre Nuclear Generating Station (SONGS) Unit 2 has success-fully performed a full natural circulation cooldown test.
The attach-ment to this letter provides a report of the test justifying that the test data obtained at SONGS is applicable to St. Lucie Unit 2.
A de-tailed analysis of all the test data obtained during the SONGS Natural Circulation Cooldown Test will be performed on a generic basis through the Combustion Engineering Owners Group.
Results of the detailed analysis should be available by the end of 1983.
Based on the above, FPL believes that License Condition 2.C.7 has been satisfied.

LUCIE OP THE SAN ONOPRE UNIT 2 NATURAL CIRCULATION AND BORON MIXING TEST AUGUST 3, 1983
A full natural circulation cooldown test from hot standby conditions to shutdown cooling systems initiation temperatures and pressures was performed at the San Onofre Nuclear Generating Station (SONGS) Unit 2 on July 27, l983.
The basic purpose of the test was to demonstrate that the plant could be taken from hot standby conditions to temperatures and pressures that permit operation of the shutdown cooling system using only safety grade equipment and to demonstrate adequate mixing of boron added during natural circulation.
An analysis of the data obtained from the SONGS Natural Circulation Test indicates that the results of the boron mixing test and the plant cooldown are prototypical for St.
Lucie Unit 2.
ln particular the attached figure shows a plot of boron concentration versus time during the SONGS boron mixing experiment.
Approximately l.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />'was required following the start of boration to achieve total mixing in the reactor coolant system under natural circulation.
Because of the similarities in configuration and the overall NSSS design, the results shown in the figure are applicable to St. Lucie.
A preliminary analysis of the cooldown and depressurization and boron mixing portions of the SONGS test has been performed by Combustion Engineering, and this analysis indicates that these results are applicable to St. Lucie.
