Dear Mr. O'Reilly:

Re: RII:JP0 4

50-335 IE Bul letin 81-02, pplement (4

N As indicated in our letter (L-81-432) dated October 5,1981, we have reviewed the supplement to IE Bulletin 81-02 (Failure of Gate Type Valves to Close Against Dif ferential Pressure). We have determined that at St. Lucie Unit 1 there is one 4-inch W-EMD valve (V-2525) in the Chemical and Volume Control system.

This valve Ts the blending tee Volume Control Tank bypass litie.

isolation valve. It is in a line used to change the boron concentration in the charging pump suction line and it is actuated to close on initiation of safety injection.

The valve is operated daily to change the boron concentration in the reactor coolant, and it has never failed to close against the operating ditterential pressure. This valve is normally closed.

It is our engineering judgment that the maximum differential pressure at which this valve would be required to close is considerably less than 100 psig. Westinghouse has stated that this model valve will close against a 100 psig differential.

Because of the past perforraance record of this valve, the vendor's statement on the valve's ability to close against a differential pressure higher than that anticipated in its service condition, and because valve tailure has negligible safety consequences, no corrective action is considered necessary.

Very truly yours, c/&.
