Turkey Point Unit 4 Docket No. 50-251 Proposed'Amendment to Facilit 0 eratin License DPR-41 The Turkey Point Unit '4 Pump and Valve Test Program submitted on April 10, 1978 (L-78-123) has been revised to reflect agreements made between Florida Power 5 Light Company (FPL) representatives and NRC Staff personnel during a series of meetings at FPL corporate headquarters.

in early May of 1978 and during subsequent telephone conferences in late May and early June of 1978.

The revised program is enclosed for your review.

In order to incorporate the aforementioned agreements into the Technical Specifica-

tions, FPL submits herewith, in accordance with 10 CFR 50.30, three (3) signed originals and forty (40) copies of a request to amend Appendix A of Facility Operating License DPR-41.

The proposed Technical Specification changes are shown in Attachment A to this letter.

The proposed changes are the same as those submitted in April, 1977 except for following additions and changes:

Pa e 4.5-2 The note (g) to Specification 4.5.2.a is revised to clarify the requirements for testing Safety Injection pumps.

~4'-'LIilitiiiilftit tkikiBtt tIIPr Specification 4.6.2 is revised to more clearly differentiate between the requirements for testing the Containment Spray pumps and the requirements for testing the Emergency Containment Cooling Fans.

Pa e 4.7-2 Specification 4.7.2.1 is revised to specify that the valve test requirements of Unit 4 Specification 4.2.2 apply to the Unit 4 Post-Accident Containment Vent System valves.

The enclosed program complies with the requirements of Subsections IWP and IWV of Section XI of the 1974 edition of the ASME Code, through the Summer 1975 Addenda, with the following exceptions:

Director of Nuclear Reactor Regulation Page Two Valve test exceptions are listed in Table II of Attachment B to the program.

Detailed bases for our relief requests are gi ven in Attachment B-l.

Please note that our next 20-month inspection period begi ns September 7,

1978 and ends May 7, 1980.

We request that the Commission authorize use of the enclosed program for the new period.

The PNSC and CNRB have reviewed the additional proposed Technical Specifi ca-tion changes and have concluded that they do not involve an unreviewed safety question.
