'ANNUAL RADIOLOGICAL ENVIRONMENTAL MONITORING REPORT FOR THE PERIOD OF JANUARY 1, 1976 TO DECEMBER 31, 1976 PREPARED FEBRUARY 15, 1977

INTRODUCTION This report is submitted in accordance with St. Lucie Plant Technical Specification Section 5.6.1.b.

All environmental samples were collected and analyzed during this reporting period in accordance with Technical Specifica-tion requirements. The minimum frequency of collection and analyses for specific radionuclide species as required by these specifications has been met or exceeded.

No harmful effects or evidence of irreversible damage have been detected by this monitoring program.

ST. LUCIE UNIT 1 Radiolo ical Environmental Monitorin St. Lucie Unit 1 begansignificant power production'n mid-1976. Its radiological environmental monitoring programs have been existent since January, 1974. For convenience, this report considers monitoring data obtained during the period from 7-01-76 to 12-31-76 as being representative of data related to Unit 1's operational status during 1976. Comparative data for the period 1-01-75 to 6-30-76 are presented as part of this report.

Radiological environmental monitoring at St. Lucie Plant is carried out by the Orlando Radiological Laboratory of the Department of Health and Rehabilitative Services of Florida. All samples are collected and analyzed in accordance with St; Lucie Unit 1's Technical Specifications.

A total of 565 samples collected from 24 different locations were analyzed during the period of this report. Table REM-1 summarizes the mean and range values of these analyses. Since 40 K, 226 Ra and 232 Th are naturally occurring radionuclides, no data for these species are recorded in this table. The gross beta data reported is representative of these and other naturally occurring radio-nuclides Except as noted in Table REM-2, none of the sampling locations used in this radiological environmental monitoring program showed evidence of having concentrations of a particular radionuclide in a specific sample material higher than the observed mean for that radionuclide at all sampling locations. The Chinese bomb 'fallout (as 90 Sr, 95 Zr, 131 I, 137 Cs and 144 Ce) observed accumulations at some locations were not indicative of any effluent release by Unit 1 during this operational period.

A Split-Sampling Program, involving sample materials collected around the St. Lucie Plant site, has been initiated between the Orlando Radiological Laboratory and ERDA's HSL Laboratory, idaho Falls. As this data becomes available, they will be included in these reports.
