FLORIDA POWER & UGHT COMPANY July 20, 1976 L-76-266 Director of Nuclear Reactor Regulation Attention:

Mr. Victor Stello, Jr., Director Division of Operating Reactors U. S. Nuclear Regulatory Commission Washington, D. C. 20555

Dear Mr. Stello:

TURKEY POINT UNIT 4 DOCKET NO. 50-251 INSPECTION OF SAFETY RELATED HYDRAULIC PIPE RESTRAINTS The subject inspection was completed on June 2, 1976 in accordance with the continuing requirements of the Directorate of Licensing letter dated November 8, 1973.

The inspection showed that all but one of the safety related hydraulic pipe restraints located inside the con-tainment were in satisfactory condition.

The fluid level on a feedwater line restraint indicated below the specified value.

This was caused by a slight loss of oil.

However, there was cufficient oil left in the system to keep the restraint operable.

The restraint was replaced by a spare unit.

Very truly yours, h
