50-250 and 50-251 Proposed Amendment to Facility 0 eratin Licenses DPR-31 and DPR-41 In accordance with 10 CFR 50.30, Florida Power

& Light Company submits herewith three (3) signed originals and forty (40) copies of a request to amend the Facility Operating Licenses.

Proposed is the replacement of the words, "the facility" in Section 2.F, with the phrase, "Turkey Point Unit Nos.

3 and, 4."

The revised section should read as follows:

2.F Pursuant to the Act and 10 CFR Parts 30 and 70, to possess, but not separate, such by-product and special nuclear materials as may be produced by the operation of Turkey Point Unit Nos.

3 and 4.

This proposed license amendment is being submitted as a

result of a request from your staff that an amendment be prepared in order to provide for the storage of spent fuel from Unit 4 in the Unit 3 spent fuel pit while the Unit 4 spent fuel pit liner is being repaired and augmented storage racks installed, and similarily for the storage of Unit 3 fuel in the Unit 4 spent fuel pit during the liner repair and installation of augmented storage racks in the Unit 3 spent fuel pit.

Attached is the Safety Analysis performed for this proposed license amendment.

The information which your staff has requested concerning the fuel transfer operation will be transmitted to you separately.

This information was presented to members of your staff verbally on June 18, 1976.

Proposed Amendment to Facility Operating Licenses DPR-31 and DPR-41 June 22, 1976 Page The Turkey Point Plant Nuclear Safety Committee and the Company Nuclear Review Board have reviewed the proposed license amendment and safety analysis, and have concluded that the proposed amendment does not constitute an un--

reviewed safety question.

These review groups also con-cluded that, since both Units 3 and 4 have identical spent fuel rack designs and identical fuel designs, the proposed amendment does not involve a significant hazards considera-tion.

SAFETY EVALUATION INTRODUCTION The current Facility Operating Licenses DPR-31 and DPR-41 for Turkey Point Nuclear Generating Units 3 and 4 do not clearly allow the storage of Unit 3 spent fuel in the Unit 4 spent fuel pit and vice versa.

The proposed license change is intended to provide for the storage of spent fuel from both units in either spent fuel pit.

DISCUSSION There are no significant differences in the fuel design for Turkey Point Units 3 and 4.

The rack designs in both spent fuel pits are identical.

The exposure times of the fuel from both units are approximately the same..

Units 3 and 4

have a joint Final -Safety Analysis Report.

There are no differences noted between-.the units. in fuel design, spent fuel pit,design, or rack design.

EVALUATION'he proposed license amendment has been reviewed by the Turkey Point Plant Nuclear Safety Committee, and the Company Nuc'lear Review Group.

The'se review groups'oncluded that

'he proposed amendment will be useful for clarification-purposes.

They also concluded that the proposed amendment does not involve an unreviewed

.safety question, since the design of the plant is not being altered in. any way.

CONCLUSION Ne have concluded, based on the considerations discussed above, that:

(1) because the changes do not involve a significant increase in the probability or'onsequences of accidents previously considered and do not involve a significant decrease in a safety margi'n, th' changes do not involve a significant hazards con-sideration; (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner; and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of.the public.
