St. Lucie Power Plant Please find enclosed the following forms and supporting documentation for the renewal of the above referenced NPDES permit:

1. Signed and P.E. sealed Forms 1, 2CS and 2F including analytical reports, figures and other supporting documents. Note that Form 2CG was not required per direction from your staff. Also, several metals were detected in both the intake and discharge indicating that they are background concentrations and not introduced by the plant operations.
2. Check payable to FDEP for the $7,500.00 processing fee.

As part of this permit renewal, FPL requests the following:

1. Remove the Outfall l-06C from the permit, because there is no industrial activity in the area that contributes to the_ discharge, only employee parking. In addition, the sample point for this outfall is difficult to access safely.
2. Authorize the use of Poly Acrylic Acid to help control feed water iron.

The material will be stored in each unit's store room in two 18'0-gallon steel tote tanks positioned above a dosing skid. The dosing rate is expected to be in the range of 2 to 5 ppb. A Safety Data Sheet is included in the Att~chments for reference.

3. Include a Mixing Zone for Total Residual Oxidants. A report on the justification for this is included in the Attachments.
4. Include a Mixing Zone for Thermal for heated water discharges. A Heated Water Plan of Study and Biological Plan of Study were completed and submitted to FDEP on December 12, 2014, in accordance with Conditions 17 and 20, respectively, of the Administrative Order A0-022-TL.

Please note that FPL proposes to prepare and submit permit application material in support of EPA's new §316(b) Rule within 45 months of the current permit expiration date, which would be June 29, 2020.

Additional time may eventually be necessary, but in any case we feel that all submittal requirements under 40 CFR 122.21 (r)(2)-(13) should be complete prior to the next permit application renewal submittal due date (April 1, 2021 ).
