VPPSL062 Enclosure 1 Justification for Re-establishing Internal Outfall 1-06A (2 pages)

VPPSL062 Justification for Re-establishing Internal Outfall 1-06A Florida Power & Light Company (FPL) requests that the Florida Department of Environmental Protection (FDEP) consider a request to re-establish former St.

Lucie Power Plant Internal Outfall 1-06A to the Site's Industrial Wastewater Permit No. FL0002208 (NPDES) as a minor permit modification.

A review of historic St. Lucie NPDES permits has identified that over the years several of the approved internal outfalls have been eliminated, re-assigned, and or re-established. Based on requests from the St. Lucie County Mosquito Control Department to modify a small portion of St. Lucie Site drainage, we believe that it is appropriate to request the re-establishment of an additional internal outfall, 1-06A.

Current NPDES Internal outfall 1-06C supports discharge of non-industrial storm water run off from various parking lots located on the east perimeter of the plant's property. The non-industrial storm water run off from the east parking lots discharges into mangrove impoundment 8E, which in turn discharges into the plant's intake cooling water canal. A similar process for the discharge of non-industrial storm water parking lot run off into a small wetland exists on the north section of the St. Lucie Power Plant site property.

Since initial site construction activities, the discharge of parking lot non-industrial storm water run off from the site's north parking lot discharged into a small isolated wetland, depicted as 8G on the enclosed site drainage plan. This discharge point is not currently identified as an approved internal outfall. St.

Lucie County has requested permission to connect the drainage from 8G to the adjacent Big Mud Creek. FPL believes it is appropriate to define the discharge from 8G as an approved internal outfall as 8G is now connected to a navigable waterway. Impoundment 8G was previously isolated from Big Mud Creek by a narrow access road, thus wetland 8G was not previously subjected to direct tidal influence.

The St. Lucie County Mosquito Control Department has determined that 8G is the largest source of mosquitoes on Hutchinson Island. Subsequently, St. Lucie County Mosquito Control approached the plant requesting permission to establish a culvert and a tidal gate from Big Mud Creek to impoundment 8G as a method to passively control the mosquito population. St. Lucie County Mosquito Control also determined that the population of mosquitoes emanating from impoundment 8G is of sufficient magnitude to pose a threat to the health and safety of the public, as well as site personnel.

VPPSL062 Currently the St. Lucie County Mosquito Control Department manages all of St.

Lucie's mangrove impoundments. The control and management of 8G and the associated tidal gate will be added to the Counties mosquito control program.

As stated above, the current St. Lucie Power Plant IWW Permit approved internal outfall 1-06C receives only non-industrial parking lot storm water run off from several parking lots located on the east side of St. Lucie property. Outfall 1-06C provides the same function as the proposed new outfall, 1-06A. Grouping these two outfalls together is appropriate due to similarities in function and process. If the state agrees that an additional internal outfall (1-06A) is warranted, then the plant requests that the required monitoring and reporting schedule for outfall I-06C be applied to the requested outfall, 1-06A, and be reflected on St. Lucie's Monthly Discharge Monitoring Report.

In accordance with Rule 62-620.325, F.A.C., this form must be submitted to the appropriate Department district office or approved local program when requests for minor revisions to a permit or minor modifications to a facility are made by a permittee, except for transfer of a permit to a new permittee and addition of a major user of reclaimed water to a Part 1II reuse system. Application for transfer of a permit to a new permittee shall be made on DEP Form 62-620.910( 11). Application for addition of a major user of reclaimed water shall be made on DEP Form 62-610300(4Xa)!.
b. Each applicable item must be completed in full in order to avoid delay in processing of this form. Where attached sheets or other technical documentation are provided, indicate appropriate cross-references.

Dear Mr. Munne,

From a Public Health perspective, managing the wetlands along the north and east side of the Hutchinson Island Nuclear Power Plant is extremely critical.

11 They are producing most of the mosquitoes that the plant employees experience, and were the initial source of most of the serious mosquito breeding that took place on South Hutchinson Island in 2011 that affected several thousand residents living north and west of the plant.

Installation of the culvert in Impoundment 8G will both benefit the wetland from a functional standpoint, as well as, from a public health perspective, because it will allow tidal flushing of the wetland, as well as, create a natural predator base for controlling the mosquitoes breeding in the wetland.
