Florida Power and Light Company (FPL) submitted an application for amendment of the Turkey Point Unit 3 and 4 licenses in Reference 1. The application concerned a revision to the implementation dates for the license amendments issued by the NRC staff in Reference 2. FPL withdrew the Reference 1 application for Unit 3 in Reference 3. The purpose of this letter is to inform the NRC that FPL will not be able to implement Amendment No. 234 to Renewed Facility Operating License No. DPR-31 for Turkey Point Unit 3 prior to the end of Turkey Point Unit 4 Cycle 24 as defined in Reference 4 and specified in Reference 1. FPL is unable to implement Turkey Point Unit 3 License Amendment No. 234 due to a vendor's inability to provide a sufficient number of Metamic inserts for the Unit 3 spent fuel pool. As indicated in Reference 3, FPL will submit a license amendment application to update the licensing bases of the Unit 3 spent fuel pool.
