In accordance with Rule 62-620.325, F.AC., this form must be subraitted to the appropriate Department district office or approved local program when requests for minor revisions to a permit or minor modifications to a facility are made by a permittee, except for transfer of a permit to a new permittee and addition of a major user of reclaimed water to a Part lII reuse system. Application for transfer of a permit to anew pen'ittee shall be made on DEP Form 62-620.910(1 I). Application for addition of a major user of reclaimed water shall be made on DEP Form 62-610.300(4)(a) 1.
b. Each applicable item must be completed in full in order to avoid delay in processing of this form. Where attached sheets or other technical documentation are provided, indicate appropriate cross-references.

St. Lucie Units 1 and 2 L-2007-200 Docket Nos. 50-335 and 50-389 Attachment Environmental Protection Plan Report Page 4 of 5 Request to Change Industrial Wastewater Facility Permit Attachment to Request for Minor Modification I Introduction FPL proposes plans to add about 200 MW of electrical generation resources to its system in order to continue to provide reliable, safe, and cost-effective service to its customers.

This increase will be accomplished by the St. Lucie Uprate Project (Project) which is an innovative application of technological advancements and efficiencies that will increase the net power output of both Unit 1 and Unit 2 from about 840 Megawatts (MW) to 943 MW. The extra power. output will result from improving the performance of the steam turbine and from using more nuclear fuel which will result in increased thermal MWs produced in the reactor core. The additional heat will raise the temperature exchange between the primary and secondary systems, creating more steam for turning the turbines.

The Project consists of upgrades to each unit. The upgrades will include refurbishment and improvement activities to the steam turbine-electric generator, electrical systems, and cooling systems. These refurbishment and improvement activities will primarily occur during outages starting in spring of 2010 and being completed during the spring of 2012.

Certain improvements will also be. made while the units are operating. All refurbishment and improvement activities will occur within the building and structures associated with existing Units I and 2.

H Heat Dissipation System St. Lucie Units land 2 use once-through cooling water from the Atlantic Ocean to remove heat from the main (turbine) condensers via the Circulating Water System (CWS), and to remove heat from other auxiliary equipment via the Auxiliary Equipment Cooling Water System (i.e. Intake Cooling Water System). The great majority of this cooling water is used for the CWS.

Circulation of water in the CWS is provided by a total of eight circulating water pumps (four per Unit). Nominal design capacity of the pumps is 974,600 gpm, though actual flow may range from 800,000 gpm to 1,120,000 gpm, depending on system conditions.

When all pumps are operating and both units are operating at 100% capacity, temperature rise across the condensers is approximately 25.7°F. After the uprate is completed, the CWS flow rate will be unchanged; however, the temperature rise across the condensers will have increased by approximately 3'F.

Temperature of the discharged cooling water is limited by the State of Florida Industrial Wastewater Facility Permit (IWFP) for St. Lucie Units 1 and 2. These limits require that heated water from the diffusers, as measured near the exit from the Discharge Canal, not exceed 113'F or 30°F above ambient during normal operations; a maximum temperature of 117'F or 32°F above ambient is permitted during certain maintenance operations, when throttling circulating water pumps to minimize use of chlorine, and when biofouling of the CWS occurs.

However, FPL is not requesting an increase in its permit limit. Instead, FPL agrees to accept the current permit limits in its IWFP. FPL is committed to minimizing the potential environmental impacts of the uprate project.
