Box 14000, Juno Beach, FL 33408-0420 L-2002-177 FPL 10 CFR 50.4 AUG 2 8 2002 U.S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 Re: St. Lucie Units 1 and 2 Docket Nos. 50-335, 50-389 Turkey Point Units 3 and 4 Docket Nos. 50-250, 50-251 Response to Order for Interim Safeguards and Security Compensatory Measures On March 14, 2002, Florida Power & Light Company (FPL), in letter L-2002-054, responded to the Nuclear Regulatory Commission's (NRC) Order for Interim Safeguards and Security Compensatory Measures dated February 25, 2002 (Security Order). FPL supplemented its response on May 17, 2002 in letter L-2002-097.

The purpose of this letter is to report to the NRC that FPL has achieved full compliance with the requirements described in Attachment 2 of the Security Order by the required date of August 31, 2002. FPL has therefore satisfied the condition of Item C.2 of the Security Order.

As described in the March 14 and May 17, 2002 submittals, FPL has referred to the NEI guidance document endorsed by the NRC in the March 11, 2002 letter from Samuel J.

Collins (NRC) to Ralph Beedle (NEI) in order to fully understand the objectives of, and methods for, compliance with each interim measure required by the Security Order. Site specific conditions related to certain interim measures were provided in Attachment 2 to the March 14, 2002 submittal, which contained "Safeguards Information."
