1. Letter from Nuclear Management Company, LLC (NMC) to NRC, "Nuclear Regulatory Commission Bulletin 2003-02: Leakage from Reactor Pressure Vessel Lower Head Penetrations and Reactor Coolant Pressure Boundary Integrity Day Response," dated September 19, 2003 (ML032690983).
2. "Notification of Change to Commitment Made in the Prairie Island Nuclear Generating Plant (PINGP) 30-Day Response to NRC Bulletin 2003-02," dated October 29, 2007 (ML073020242).

In Reference 1, the Nuclear Management Company, LLC (NMC 1) committed to perform a 100% bare-metal visual exam of the lower reactor pressure vessel (RPV) dome up to and including each bottom-mounted instrumentation (BMI) penetration to RPV junction each PINGP refueling outage. In Reference 2, the frequency of inspection was extended to every other refueling outage.

Since the creation of this commitment, ASME Section XI Code Case N-722 has been developed to provide requirements for bare metal visual examination of full and partial penetration welds in Class 1 components that are fabricated with Alloy 600/82/182.

Paragraph 10 CFR 50.55a(g)(6)(ii)(E) has been added to require all licensees to apply this code case with conditions.

Appropriate safety-significant visual inspections for the lower RPV dome have been incorporated into regulation via 10 CFR 50.55a(g)(6)(ii)(E). The commitment to perform this inspection is no longer required.

On September 22, 2008, NMC transferred its operating license authority to Northern States Power Company, a Minnesota Corporation (NSPM), doing business as Xcel Energy. By letter dated September 3, 2008, NSPM assumed responsibility for actions and commitments previously submitted by NMC. 40y7 1717 Wakonade Drive East e Welch, Minnesota 55089-9642 Telephone: 651.388.1121
