James A. FitzPatrick Nuclear Power Plant Docket No. 50-333 Proposed Change to the Technical Specifications Regarding Core Spray System Surveillance Requirements (JPTS-86-003)

Dear Sir:

This application for an amendment to the James A.

FitzPatrick Technical Specifications proposes a change to the flow rate test requirements of the core spray pumps. Specifically, Specification 4.5.1.b will be revised to state the " core spray purr.ps

- shall deliver at least 4,625 gpm against a system head corresponding to a reactor vessel pressure of >113 psi above primary containment pressure." The corresponding bases section is also revised for clarification. These changes will make the wording of the core

~ spray pump flow rate test requirements consistent with the flow rate test requirements of the other pumps in the Emergency Core Cooling System and does not change the original intent of the Technical Specifications or the FSAR.

Enclosed for filirg is the signed original of a document entitled " Application for Amendment to Operating Ucense," with Attachments I and 11 thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.

In accordance with 10 CFR 50.91, a copy of this application and the associated attachments are being provided to the designated New York State official.
