SUBJECT: NRC INSFECTION REPORT 50-498/97-331; 50-499/97-301 AND NOTICE OF
VIOLATION
Dear Mr. Cottle:
An NRC inspection was conducted October 20 through December 5,1997, at your South Texas
j
Project Electric Generating Station, Units 1 and 2, reactor facilities. The enclosed report
presents the scope and results of that inspection.
The inspection included an evaluation of six opplicants for reactor operator licenseas and eight

applicants for senior operator 4enses. We determined that all applica;sts satisfied the
requirements of 10 CFR Part 55 and the appropriate licenses hrve been issued.
During this inspetion, a violation of NRC requirements was identified. The violation is cited in
the enclosed Notice of Violation (Notice) and the circumstances surrounding this violation are
,
described in detail in the enclosed report. This violation was of concem because it indicated a
potentiailack of understanding or insensitivity to regulatory requirements in revising an
administrative procedure. The NRC has concluded that information regarding the reason for the
violation, the corrective actions taken and planned to correct the violation and prevent
recurrence are already adequately addressed on the docket in the enclosed inspection report.

Therefore, you ais not required to respond to this letter unless the description therein does not
accurately reflect your corrective actions or your position. In that case, or if you choose to
provide additional information, you should follow the instructions specified in the enclosed
Notice.
We are concerred with your failure to submit an adequate facility and systems walkthrough
portion of the license examination pursuant to NUREG ")21 in a time frame which suoported
the original examination schedule as discussed in Section 05.1.2 of Enclosure 2. We request
that you meet with us to explain how you are revising your practices to develop an adequate
examination within the established time frame for the June 1998 applicants. Please contact Mr,
John Pellet at 817/860-8159 to schedule this meeting.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosurcs and your response will be placed in the NRC Public Document Room (PDR). To the
extent possiNe. your response should not include any personal privacy, proprietary, or
safeguards information so that it can be placed in the PDR without redaction.
