ENCLOSURE TMI-1 STATUS REPORT FOR THE PERIOD OCTOBER'15 - NOVEMBER 16 1987 1.
Plant Status As of 8:00 a.m. on November 16,.1987, TMI-1 was operating at full power with the reactor coolant system (RCS) at normal operating temperature (579 F average) and pressure (2155 psig).

Facility Operations Summary During the report period, the plant continued to operato at full power.
The plant experienced a momentary voltage dip on November 9, 1987, on the output of the "18" auxiliary transformer.
Reactor power was reduced approximately 1 percent due to a turbine runback of about 6 megawatts in
<
response to load :hanges. The probable cause for the run back was initial I
failure of the motor on one of six condenser circulating water pumps.
Licensee review indicated that electrical plant response to the event was as expected. The plant was restored to full power shortly thereafter.
3.
Items of Special Interest Anomalous Iodine Samples The licensee reported'in a recent press release that an anomalous I-131 sample had been obtained from a goat milk sample taken in June 1987 at a farm close to the site. The licensee had the samples re-analyzed by another independent lab and also evaluated any possible correlation between this sample and the routine I-131 releases from the plant during the month of June.
Results showed that the anomalous reading was most likely a " false positive" reading.
Inspector review of a licensee j
internal memorandum on the subject confirmed this assumption. The results

of the routine iodine releases are reported to the NRC on a semi-annual j
basis and the environmental monitoring report for the subject period, June

j 1987, will be received next year.

Union of Concerned Scientists (UCS) Petition Denial
)
In a letter dated October 19, 1987, the director of the Office of Nuclear Reactor Regulation (NRR) declined to institute proceedings (hearings)
requested by the UCS in a letter dated February 10, 1987. The UCS had petitioned the NRC to suspend the operating license of all Babcock and Wilcox (B&W) type plants until certain actions were completed, primarily completion of the B&W Owners Group safety reassessment and public hear-ings. The reasons for this denial of relief under 10 CFR 2.206 are set forth in Directors Decision DD-87-18. A notice of this decision has been filed with the Office of the Federal Register and copies will be available at the Public Document Rooms.

Commissioner's Visit l
l Commissioner Kenneth Rogers, the newest NRC commissioner visited TMI on October 27, 1987. He toured several areas'of both Units 1 and 2 and also conducted meetings with various key licensee managers.
Soviet Visit Three' members of the Russian Soviet. government toured areas of Units 1 and 2 on October 21, 1987, as a part of NRC invitation for a multi-day tour of nuclear / nuclear-related facilities in the U. S.
The tour included the TMI-2 reactor building and Unit 1 control room, along with.several other key areas of both units. A press conference, which received considerable local media coverage, was conducted at the end of the day at Harrisburg International Airport.
Annual Emergency Preparedness Exercise The licensee ' conducted their annual emergency preparedness exercise on October 23, 1987. The drill was an "off hours" exercise that commenced at 5:30 p.m. EST.
It was a full participation exercise with the State of Pennsylvania and local government agencies involved. A team of NRC inspectors also evaluated licensee performance. A report (No.
50-289/87-16) will be issued at a later date.

NRC Staff Activities During the Period The NRC staff assigned on site consisted of the senior resident inspector, one resident inspector, and a secretary.
Three Region I inspectors were on site during the week of November 2, 1987, to conduct inspections in radwaste, instrumentation calibration, and
'
emergency preparedness. Their reports will be issued at a later date.
Effective November 8, 1987, a new resident inspector, Mr. Ami Sidpara, was assigned to TMI-1.
Mr. Sidpara was previously assigned as a region-based inspector.
He started work with NRC Region I in May of this year.
Prior i
to that, he has had considerable experience (12 years) as an employee of
)
the Department of Energy, working at a nuclear reactor at the Hanford Reservation in the state of Washington.
On September 23, 1987, Region I issued NRC Inspection Report No.
50-289/87-13. This report documented a region-based inspection on the licensee's security program and implementation. No violations were identified.

On October 22, 1987, Region I issued Inspection Report No. 50-289/87-17.
This report documented the results of the resident inspectors routine activities. One violation was noted in the area of instrumentation calibration.
On October 28, 1987, Region I issued Inspection Report No. 50-289/87-14.
This report documented a review by Region I inspectors concerning the emergency preparedness program. One violation concerning the submission of an emergency plan implementing procedure to NRC was identified.
