APPENDIX A Notice of Violation Niagara Mohawk Power Company Nine Mile Point Unit No.

DPR-63 As a result of the inspection conducted on May 1 to June 30, 1985, and in accordance with NRC Enforcement Policy ( 10 CFR 2, Appendix C), published in the Federal Register on March 8, 1984 (49 FR 8583),
the following violation was identified:
Technical Specification, Section 6.8.1, requires that written procedures and administrative policies shall be established, implemented and main-tained that meet or exceed the requirements and recommendations of Section 5. 1 and 5.3 of ANSI N18.7-1972 and Appendix "A" of USAEC Regulatory Guide 1 33
'NSI N 18.7-1972, Section 5.3.5.(3),
requires in part that instructions shall be provided for returning equipment to its normal operating status and that all jumpers shall be controlled.
Contrary to the above, on June 18, 1985, the control rod drive system had not been returned to its normal operating status since the caps on the vent valves on the control rod drive withdraw lines were removed and the vents connected by a manifold of tygon tubing.
This is a Severity Level IV violation. (Supplement I)
Pursuant to the provisions of 10 CFR 2.201, Niagara Mohawk Power Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: '1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending this response time.
